To, że ktoś nie jest ubezpieczony nie oznacza pozbawienia opieki
zdrowotnej, bo nie oznacza, że potrzebuje takiej opieki. Musiałbyś
odnieść się do grupy osób, która takiej opieki nie otrzymuje mimo
potrzeby, oraz nie mogła się ubezpieczyć z przyczyn od niej nie
zależnych.
